The Street Department is located at 51 Bourne Street and is responsible for all construction and maintenance activities for the Village’s streets, roads and sidewalks. The Street Department also maintains all of the Village’s parks, including Moore, Ottaway, and Welch Field, as well as the water and sanitary/storm sewer distribution system(s).
The Public Works Department (PWD), also known locally as the “Street Department,” is responsible for maintaining (including road building, rehabilitation, snow plowing, and de-icing) 21.8 miles of street and roads, 27 miles of water main, and over 14 miles of sewer line. There are 250 fire hydrants in the Village and 400 plus water valves. With over 20 pieces of heavy equipment including dump trucks, loaders, backhoes and other excavating and road maintenance pieces, the Street Department is one of the oldest and most critical departments in the Village.
Over a period of a month beginning in April, Village residents can take out brush and leaves, waste metal, and other large items to the front curb for disposal by the Village. This important program is credited with maintaining our community’s neat and tidy appearance. Notices are sent to all residents and it is published every year in the Westfield Republican. Other programs include annual fall leaf pickup and the sidewalk rebate program. Depending on the season, tasks like mowing and landscaping Moore Park, Lincoln-Bedell Park, Ottaway Park and Welch Field and of course, plowing all sidewalks and municipal parking lots throughout the winter months provides a great deal of assistance to residents and businesses alike.
Vehicle and heavy equipment maintenance and repair is another important PWD responsibility. This relatively new village function allows any Village department, from Police to Recreation, to bring vehicles and equipment of all sizes to the vehicle maintenance facility at 51 Bourne Street where our certified Village Mechanic, Robert Clark, provides expert diagnosis and repair services. This function has decreased the Village’s overall vehicle equipment and maintenance costs significantly and has extended the useful life of most if not all of our machinery.
Although these responsibilities represent only a fraction of the countless tasks this department engages in every year, they manage to get all of this high quality work completed with a crew of ten hard working and dedicated individuals.
Garbage and Recycling Information
There are no solid waste landfills within the Town or Village of Westfield. Refuse from Westfield is deposited in the Chautauqua County landfill outside Jamestown.
Village residents have the option of municipal garbage pickup at the curb or using the transfer station. Curbside garbage must be in Orange Village of Westfield bags or it will not be picked up. You may obtain bags from Eason Hall during business hours. Bags are $14.00 for a pack of ten. Tops Markets and Add Lumber also sell Village of Westfield Trash Collection Bags for a nominal fee.
Recycling of plastic, cans, glass and papers is also done. Garbage and recyclables are picked up weekly on Monday’s except for holidays. Call the Clerk’s Office for a copy of the recyclable schedule.
Property owners in the Town (and Village if they desire) utilize a ticket system to deposit refuse at the transfer station located on Bourne Street in the Village on Saturdays 9:00am-1:00pm. A 10-punch ticket is purchased for $20.00 which allows the user to deposit non-recyclable and recyclable refuse. Tickets can be purchased at the Westfield Town Clerk’s office, Westfield ADD Lumber and Westfield Tops Market. Each 33 gallons of non-recyclable refuse requires one punch of the ticket. All trash, refuse and garbage brought to the collection site for disposal must be separated into recyclable and non-recyclable solid waste. Recyclables are further separated according to County regulations.
